I'm not into buying links Smiley It is not a good strategy for search engine ranking. Anyway, you can build quality links naturally and you don't have to pay for it.

By posting the sites in the sigs and asking for link customers, the poster is asking for a Google slap. People don't realized that Google bot can read, too.

Buying links is not a good way to get high pr or traffic.Try natural link building

Buying links on a small scale should go undetected as long as the site selling doesn't sell more than about 10 link spots.  The sites I've seen selling links usually get dinged on the PR they pass, after about 10 or so links.  Buyer and seller beware of too many links on the page / site.
